NSW government figures classify poker machines as the most harmful gambling format in the state, yet clubs continue to operate approximately 65,000 poker machines, benefiting substantially from tax rebates through the scheme.
Green MP Cate Faehrmann has criticised the arrangement, highlighting a conflict of interest where clubs reduce their tax liabilities while simultaneously cultivating community goodwill.
She called the proposed changes “tinkering around the edges”. She questioned whether ClubGRANTS genuinely supports community projects, or functions as an indirect subsidy that lessens scrutiny of gaming revenue.

The DOCV reinforced its calls for a unified federal licensing regime for online casino games and stronger enforcement mechanisms against illegal operators.
An ongoing review of the Interstate Treaty on Gambling, which is meant to conclude by the end of this year, should introduce a nationwide licensing model for online casino games, the group added.
As part of the review, German regulators decided in July to lift the €1 staking limit on online slots, another signal that regulators are actively reassessing the framework ahead of the treaty’s formal review.

In a press release dated 27 August, the DRC’s Ministry of Finance reminded gambling operators that Ordinance No. 25/293 formally transferred responsibility for regulating the sector from the Ministry of Sports and Leisure to its own remit.
In the Ministry of Finance’s view, this ended “any institutional ambiguity” over who should oversee the DRC’s gambling industry.
“The Ministry of Finance reaffirms its determination to drive the reform of the gambling and games of chance sector in accordance with government directives, while upholding legal certainty for operators, transparency in activities and the protection of the Public Treasury’s interests,” said the press release, signed by Alain Malata Kafunda, the chief of staff to the DRC minister of finance.
